Animal Health as the Productivity Infrastructure of LIVE
PVPA argues that animal health should be integrated into PIVOT's existing LIVE livestock value stream, as the productivity foundation for traceability, certification and exports. This is PVPA's institutional position, not a decision of the Government of Punjab.
Animal Health as the Productivity Infrastructure of LIVE
A practical opportunity to strengthen Punjab's livestock transformation under PIVOT
Pakistan — 2 November 2026
Dr. Masud Sadiq Chaudhary, Senior Vice Chairman, Pakistan Veterinary Pharmaceutical Association
Punjab's PIVOT programme represents an important shift in economic thinking: from producing more raw output to capturing greater value through productivity, value addition, compliance, certification, private investment and exports.
This approach is particularly relevant to livestock.
Punjab already has the scale, production base and market opportunity to support a much stronger livestock economy. The challenge is to convert that scale into a competitive, traceable and export-oriented value chain.
The official PIVOT plan has already recognized this opportunity through its Livestock Integrated Value Enhancement (LIVE) value stream.
The question, therefore, is not whether Punjab needs another livestock programme.
It is how we can make the existing LIVE investment more productive and more capable of delivering its intended economic outcomes.
That is where animal health becomes an economic infrastructure issue.
LIVE can build the value chain. Animal health must make it productive.
PIVOT identifies major constraints affecting Punjab's livestock value chain, including Foot and Mouth Disease, weak grading and traceability systems, inadequate cold-chain infrastructure and limited processing capacity.
Its LIVE programme therefore includes investments and interventions covering meat processing, modern slaughterhouses, feedlots, meat packing, certification, disease control and FMD-free zones.
For the dairy value chain, PIVOT similarly identifies the need for processing, herd transformation, cold chain, livestock financing, farmer training, disease control and supply-chain support.
These are not separate issues.
They are interconnected parts of one economic system.
A processing plant cannot compensate for poor animal productivity.
A modern slaughterhouse cannot create an export-grade product if animals entering the chain are affected by preventable disease or lack reliable health and traceability records.
A cold chain cannot recover value that has already been lost through disease, mortality or poor farm-level management.
And export certification cannot be treated only as a downstream activity if animal health and production practices upstream are not properly controlled.
Animal health is not simply a veterinary concern. It is part of the productivity infrastructure of the livestock value chain.
From animal health to economic productivity
The economic question should be simple:
How much additional value can Punjab capture when livestock entering the value chain are healthier, more productive, better managed and more traceable?
That requires a stronger connection between farm-level animal health and the downstream value chain.
The focus should include:
Preventive disease control rather than dependence on treatment after disease occurs
Effective vaccination and biosecurity programmes
Stronger disease surveillance and early detection
Veterinary support linked to measurable productivity outcomes
Improved herd health, reproduction and growth performance
Better farm-level records and traceability
Responsible antimicrobial use and antimicrobial-resistance management
Stronger diagnostic capacity
Veterinary skills and farmer training
Health and production information that can support certification and market access
The objective is not to create another administrative layer.
The objective is to ensure that the investments already envisaged under LIVE produce stronger economic returns.
Delivering the outcomes already targeted by PIVOT
PIVOT has set ambitious outcomes for Punjab's livestock value stream.
The official plan expects the livestock interventions to:
Create more than 35,000 jobs
Increase meat exports by 200 percent
Reduce post-slaughter losses by 8–12 percent
Raise dairy yields by 20–25 percent
Increase milk exports threefold
Reduce milk imports by USD 40 million
Mobilize more than PKR 70 billion in private investment
These are economic targets, not veterinary targets.
But many of them depend, directly or indirectly, on animal health and production efficiency.
The stronger the health status of animals entering the value chain, the stronger the foundation for productivity, processing, certification and export competitiveness.
This creates an opportunity for PIVOT to connect its livestock investments more explicitly with measurable animal-health and productivity indicators.
For example, disease control should not be viewed only as a departmental activity. It should be connected with measurable improvements in mortality, morbidity, reproduction, growth, milk production, herd productivity, farm income, traceability and market access.
That is how animal health becomes part of an economic transformation programme.
Disease control is an investment, not merely an expenditure
Punjab's livestock economy cannot become export competitive while major production diseases remain a constraint.
The PIVOT plan already recognizes this through its proposed investment in FMD-free zones, progressive FMD control and disease-free compartments.
The next step is to ensure that disease-control interventions are connected with the commercial value chain.
A disease-free or disease-controlled production area should ultimately create measurable economic value through:
Healthier animals
Higher productivity
Better certification
Improved market access
Stronger processing utilization
Higher-value products
Increased exports
This is the economic logic that should connect animal health with LIVE.
Building traceability from farm to market
Modern livestock value chains increasingly depend on the ability to demonstrate where animals came from, how they were managed and whether they meet required health and production standards.
Traceability should therefore not begin at the slaughterhouse.
It should begin at the farm.
Veterinary health records, vaccination information, disease surveillance, movement information and production data can progressively become part of a digital livestock identity and traceability framework.
Such a system could support both domestic value chains and future export certification requirements.
It could also create better information for government decision-making, disease surveillance, private investment and risk management.
The objective should be practical and scalable rather than creating an unnecessarily complicated system.
One Health and responsible antimicrobial use
Punjab's livestock transformation also has a wider public-health dimension.
Animal health, food safety, antimicrobial resistance and human health are interconnected.
As livestock production becomes more commercial and export-oriented, responsible antimicrobial use, veterinary oversight, diagnostics, surveillance and biosecurity become increasingly important.
This is particularly relevant to an export-oriented value chain where compliance and market confidence are essential.
A modern livestock economy therefore requires an animal-health system that supports both productivity and assurance.
The role of industry, academia and government
Government cannot build this transformation alone.
Nor should industry operate in isolation.
Pakistan has veterinary universities, livestock departments, veterinary professionals, pharmaceutical and animal-health companies, diagnostic capabilities, feed and nutrition expertise, technology providers and a large farming community.
What is needed is better coordination around measurable economic outcomes.
PVPA believes that industry can contribute as a technical stakeholder by helping connect government, academia, veterinary professionals and the private sector around practical animal-health and productivity interventions.
Academic institutions can contribute research, diagnostics, surveillance and evidence.
Industry can contribute technology, technical expertise, innovation and market knowledge.
Veterinary professionals can translate programmes into farm-level implementation.
Farmers remain central because productivity gains ultimately have to be realized at farm level.
Government provides the policy, regulatory, infrastructure and investment environment required to make the system work.
A practical opportunity within LIVE
PVPA therefore believes that PIVOT's existing LIVE programme provides an appropriate platform for strengthening the animal-health dimension of Punjab's livestock transformation.
Rather than creating a parallel programme, an Animal Health and Veterinary Productivity Framework can be incorporated as a technical and implementation layer within LIVE.
Such a framework could focus on five connected functions:
Preventive Animal Health
Disease prevention, vaccination, biosecurity and veterinary intervention linked with production outcomes.
Veterinary Productivity
Connecting animal-health interventions with measurable improvements in mortality, morbidity, reproduction, growth, milk yield and farm productivity.
Diagnostics, Surveillance and Traceability
Strengthening the information required for disease control, certification, food safety and market access.
Skills and Farm-Level Capacity
Training veterinarians, veterinary technicians, farmers and farm workers in modern health, biosecurity and production practices.
Applied Innovation and Industry-Academia Collaboration
Using universities, government, industry and field operations to develop and validate practical solutions under real production conditions.
This would not require a new standalone government structure.
It would strengthen an existing PIVOT value stream by addressing one of the foundations upon which livestock productivity and export competitiveness depend.
From livestock production to livestock value
The strategic opportunity is larger than disease control.
Punjab should move progressively from animals, production, processing, certification and premium markets towards a longer chain:
Healthy animals
Higher productivity
Traceable production
Certified supply
Value-added processing
Premium markets
Exports
That is the transformation that PIVOT is designed to achieve.
Animal health sits at the beginning of this chain, but its economic impact can extend all the way to the export market.
PVPA's position
The Pakistan Veterinary Pharmaceutical Association believes that the livestock sector should be treated as an integrated economic value chain in which animal health is a core productivity enabler.
PVPA is ready to participate as an industry and technical stakeholder in consultations with the Government of Punjab, the Livestock & Dairy Development Department, PIVOT stakeholders, academia, farmers and other relevant institutions to help develop practical mechanisms for integrating animal-health and veterinary productivity considerations into LIVE.
The purpose should be clear:
Not another programme, not another layer of administration, and not another set of disconnected activities.
The objective should be to make the existing investment work better.
Animal Health as the Productivity Infrastructure of LIVE.
If Punjab wants to move from livestock production to livestock value, the health of the animal must become part of the economics of the value chain.
A healthier animal is not only a veterinary outcome. It is a productivity asset, a food-security asset and, ultimately, an export asset.
PIVOT → LIVE → Animal Health & Veterinary Productivity → Productivity → Traceability → Certification → Value Addition → Exports
This article sets out PVPA's institutional position. It does not mean that the Government of Punjab has accepted these observations, or that PVPA has been selected or appointed to implement LIVE.

PVPA Question: How to Create Fee Challan for Veterinary Nutraceuticals Under HOTC Division?
PVPA asks DRAP how to create a Fee Challan to register veterinary nutraceuticals under the HOTC division, noting the system offers only a therapeutics option with no pathway for non-therapeutic products.
Islamabad — The Pakistan Veterinary Pharmaceuticals Association (PVPA) has raised an important regulatory query with the Drug Regulatory Authority of Pakistan (DRAP):
How to create a Fee Challan to register veterinary nutraceuticals under the HOTC division?
PVPA notes that the current system does not provide an option for non-therapeutic products such as veterinary nutraceuticals — only the therapeutics option is available. This creates a practical barrier for industry stakeholders seeking to register nutraceutical and related animal health products through the established regulatory channels.
PVPA urges DRAP to clarify the Fee Challan process and enable appropriate registration pathways for non-therapeutic veterinary products under the HOTC division.
